CULTURE, TOURISM AND INTERREGIONAL COOPERATION
With us you will finance:
- better accessibility of cultural objects, goods and tourist attractions, as well as the development of active forms of tourism;
- adapting the monuments to the needs of tourism and culture as well as developing and supporting culture infrastructure of local, regional and intra-regional significance;
- combining tourist, recreational, educational, ecological and cultural functions;
- building and developing comprehensive system of tourist and cultural information and promotion;
- creating effective interregional links of bilateral and network character in various spheres of social and economic life (we are planning to take part in Regions for Economic Change initiative, which is aimed at networks of cooperation, experience and good practice sharing in the firld of economy modernization)
The subject of projects realized within the culture and tourism sectors support will be the public objects solely connected with cultural or tourist functions.
7.1. Culture and tourist infrastructure
Category I: Cultural heritage protection
- conservation and restoration works, modernization and construction works (excluding demolition) concerning the monuments with their surroundings and/or adapting them for serving cultural and/or tourist purposes (except the conservation of detachable monuments valuing more than PLN 4 million)
- purchasing monuments in order to carry out conservation and restoration works, modernization and construction works and/or adapting them for serving cultural and/or tourist purposes;
- purchase, modernization and construction works of accommodation and gastronomic infrastructure and recreation facilities, as an additional element of the above types of projects (infrastructure must be non-commercially utilized, and its maximum cost must not exceed 5% of eligible costs of the project);
- monitoring and securing monuments and their surrounding against threats (as an additional element or separate project of maximal value of PLN 4 million);
- purchase and modernization of the equipment for cultural activities in facilities being the object of a given project;
- construction and modernization works of technical and sanitary installations (including adapting building objects for the needs of handicapped persons);
- developing surrounding areas around the objects of culture (e.g. car parks).
Category II: Infrastructure of culture
- construction and modernization works of the infrastructure of culture (especially concert and exhibition halls, amphitheatres, culture centres, public libraries, etc.) that contribute to active participation of the society in cultural activities (not connected with sports functions);
- purchase, modernization and construction works of accommodation and gastronomic infrastructure and recreation facilities, as an additional element of the above types of projects (infrastructure must be non-commercially utilized, and its maximum cost must not exceed 5% of eligible costs of the project);
- monitoring and securing culture infrastructure buildings and facilities against threats (as an additional element or separate project of maximal value of PLN 4 million);
- purchase and modernization of the equipment for cultural activities in objects of a given project (only as an element of the project), construction and modernization works of technical and sanitary installations (including adapting building objects for the needs of handicapped persons);
- developing surrounding areas around the objects of culture (e.g. car parks).
Category III: Infrastructure of tourism
- construction and modernization works and infrastructure equipment for active forms of tourism that facilitate the accessibility of tourist attractions and attractive sites, including recreation objects, e.g. bicycle lanes with adjacent infrastructure (not related to projects of construction and modernization of roads), tourist routes, nature sightseeing routes, bathing beaches, infrastructure surrounding lakes (beaches, piers, marinas), etc.;
- construction and modernization works of integrated tourist routes and equipping them with sanitary, information and recreational infrastructure;
- purchase, construction and modernization works of infrastructure that increases the tourist attractiveness (e.g. chairlifts, ferry connections, narrow-gauge railways with surrounding infrastructure);
- monitoring and securing tourism infrastructure facilities against threats (as an additional element or separate project of maximal value of PLN 4 million);
- purchase, modernization and construction works of accommodation and gastronomic infrastructure and recreation facilities, as an additional element of the above types of projects (infrastructure must be non-commercially utilized, and its maximum cost must not exceed 5% of eligible costs of the project);
- purchase and modernization of the equipment for cultural activities in objects of a given project (only as an element of the project);
- construction and modernization works of technical and sanitary installations (including adapting building objects for the needs of handicapped persons) - as an element of realizing the above projects;
- developing surrounding areas around the objects of culture (e.g. car parks) only as an element of the above projects;
- construction and modernization works in the infrastructure promoting Nature 2000 areas (including education and nature sightseeing routes with necessary tourist infrastructure, eco-education centres);
- purchases, construction and modernization works in the objects that serve the purpose of culture and tourist information centres.
7.2. Culture and tourism promotion
- organizing cultural and/or tourist events
- preparing and realizing development and promotion programmes concerning regional or local culture and/or tourism products of exceptional significance for the region;
- promotion and cultivation of regional traditions and traditional, characteristic of the region arts, crafts and occupations;
- studies and publications of promotional materials, movies, multimedia etc. (only as an element of project implementation).
Other eligible costs that can be incurred for projects in this measure:
- modernization;
- conservation works;
- restoration works;
- construction works in monuments and in their surrounding;
- construction works in buildings other than monuments,
- costs necessary for projects realization and/ or costs of necessary equipment purchase, which are essential for the project, provided that such costs do not exceed 35% of project all eligible costs and are not related to tasks of accommodation and gastronomic infrastructure.
7.3. Interregional cooperation
Projects can be realized on the territory of European Union in bilateral (2 partners) or network (3 and more partners) partnerships in two types of categories:
Category I: Interregional partnership initiatives (80% of the measure allocation):
In this category, projects lasting up to 24 months with the budget of PLN 80,000 to 2,000,000 are expected. In case of regional projects (Voivodeship Self-government as a project partner), the value of the project can by up to PLN 4 million.
- study visits, experience exchange between local governments, non-government organizations and business support institutions;
- expert opinions and comparative analyses;
- organizing trainings, workshops, seminars and job advising services;
- organizing and participation in apprenticeships and practices;
- organizing conferences and tele-conferences;
- organizing common research projects;
- building points / centres / offices - institutionalized forms of cooperation;
- organizing fairs, sports competitions, festivals, concerts, arts workshops and other undertakings aimed at promoting the region;
- support for undertakings concerning publications, information bulletins, building websites, promotion campaigns, etc.
Category II: Small interregional initiatives (20% of the measure allocation):
In this category, projects lasting up to 12 months with the budget of PLN 20,000 to 80,000 are expected.
- initiating interregional contacts;
- organizing study visits, experience exchange between local governments, non-government institutions and non-government organizations, business support institutions;
- expert opinions and comparative analyses;
- organizing trainings, workshops, seminars and job advising services;
- exchange programmes for young people and target groups from social, research, professional and cultural sectors;
- organizing and participation in apprenticeships and practices;
- publications, information bulletins, building websites;
- organizing conferences and tele-conferences;
- organizing common research projects;
- building points / centres / offices - institutionalized forms of cooperation;
- organizing cultural and tourist events (e.g. fairs, sports competitions, festivals, concerts, arts workshops and other undertakings aimed at promoting the region);
- supporting undertakings aimed at identity and regional tradition maintenance, i.e. publications, websites, promotion campaigns, etc.
