The history of ROP LV dates back to 2005 when the works on national programme documents for 2007-2013 financial perspective began. According to the Act of 6 December 2006 on the rules of development policy making, regional operational programmes were drafted by the boards of each Voivodeship (as Managing Authorities of ROP) with the assistance of the Ministry of Regional Development (Coordinating Institution)

According to the Council Regulation (EC) No. 1083/06 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, official talks to the European Commission concerning the national level documents could be started only after approving Community Strategic Guidelines for Cohesion policy. It happened on 6 October 2006. Two weeks later the document was published in EU Official Journal of 21 October 2006.

Next, on the basis of art. 28 p.2 of the regulation, on the 7 December 2006 the Council of Ministers presented European Commission with National Strategic Reference Framework, approved on 29 November 2006, that defined the national priorities for EU financing. Until 6 March 2007 - according to art. 32 p. 3 of the aforementioned regulation- the projects of operational programmes were handed over (Infrastructure and Environment, Development of Eastern Poland, Human Capital, Innovative Economy, Technical Assistance and 16 regional operational programmes, including Regional Operational  Programme of Lubelskie Voivodeship for the years 2007 - 2013.

The negotiations with European Commission were carried out by the representative of:

  • Ministry of Regional Development (Regional Programmes Coordination Department, Department of Structural Policy Coordination and the Management of Community Support) and
  • Managing Authorities (the Boards of 16 Voivodeship, including the Board of Lubelskie Voivodeship, in the scope of ROP LV).

The final version of Regional Operational Programme of Lubelskie Voivodeship for the years 2007 - 2013 was approved by European Commission on 2 October 2007. On this basis, the Board of Lubelskie Voivodeship announced in the official Voivodeship journal an announcement about:

  • approving ROP by resolution of the Board
  • website address where the text of the programme will be available,
  • the Regional Operational Programme execution time frame
  • time limits of ROP realization,
  • EC decision on approving ROP

 

 

PROPOSAL RECRUITMENT AND EVALUATION PROCEDURES

 

The procedure concerning the recruitment and evaluation of project proposals in the scope of ROP LV is defined in Executive Instruction of Regional Operational Programme for the years 2007 - 2013 Management.  According to the Instruction, the proposals that were received as a response to the call for proposals go through formal evaluation on the basis of edge (admission) criteria and correctness criteria.

Formal evaluation

Formal evaluation of proposals for projects is done by the employees of Project Evaluation Unit in Strategy and Regional Development Department in Marshals' Office of Lubelskie Voivodeship in the period of not longer than 45 working days from the proposal reception deadline. The formal evaluation of proposals is carried out one by one on the basis of edge (admission) criteria first and then correctness criteria.

The first stage of formal evaluation procedure is checking if the proposal meets all the edge (admission) criteria contained in the formal evaluation form. Edge criteria must be complied with unconditionally, and their incompliance results in automatic proposal rejection.

In a case when the project meets all the edge criteria it undergoes correctness criteria evaluation. The formal evaluation on the basis of correctness criteria is done on the basis of formal evaluation checklist - correctness criteria. The correctness criteria must be complied with unconditionally, however, their incompliance does not result in proposal rejection at once. At this stage it is possible to supplement or correct the defects found in the proposal.

After the formal evaluation of the proposal, the applicant will receive a notification about the result of the formal evaluation and proposal qualification to the substantive evaluation or about proposal rejection - the notification informs the applicant about the proposal rejection with the reason for rejection.

Substantive evaluation

The project proposals that were positively assessed in the formal evaluation procedure undergo substantive evaluation in the Evaluation Unit (AU) within 45 working days from the day of formal evaluation completion.

The proposals in the substantive evaluation undergo technical,  financial and economic feasibility evaluations and then substantive evaluation on the basis of selection criteria of financial operations approved by the ROP LV Monitoring Committee included in Appendix nr 7 of Programme Elaboration.

The first element of substantive evaluation of the proposal is checking if the proposal is technically, financially and economically feasible (admission criterion). The evaluation is done on the basis of technical,  financial and economic criteria included in the substantive evaluation form. Technical,  financial and economic criteria must be fulfilled unconditionally, however, their incompliance does not result in proposal rejection at once. The applicant may clarify certain issues or make some explanations of certain  inaccuracies - clarification must refer to the conditions presented in the proposal.

Another stage of substantive evaluation is the project evaluation from the substantive criteria perspective. All proposals that went through the technical, financial and economic evaluation undergo this procedure. Substantive evaluation is a scoring evaluation and is done according to the criteria included in substantive evaluation form. 

The final substantive project grade is the sum of average grades from particular criteria that can be achieved in the course of substantive project evaluation.

The maximum grade that can be achieved in the course of substantive evaluation is 80 points. Projects that achieved in substantive assessment at least 60% of maximum grade undergo strategic evaluation. The proposals that achieved less than 60% of maximum number of points do not take part in further evaluation procedures. After the substantive evaluation beneficiaries, whose proposals have been rejected, receive information about proposal rejection with the reasons for rejection.

Strategic evaluation

Proposals that were positively evaluated in the course of substantive evaluation undergo strategic evaluation in the Strategic Unit (SU) in the term of 30 working days from the day of substantive evaluation completion. Strategic evaluation is a scoring evaluation and is carried out according to the criteria included in the strategic evaluation form.

The final grade of strategic evaluation is a sum of average grades from particular strategic criteria. Maximum number of points to achieve in the course of the strategic evaluation is 20. The final proposal grade is a sum of points from substantive and strategic evaluation.

Project selection

The decision about the subsidizing proposals is made by the Board of Lubelskie Voivodeship (BLV) on the basis of ranking list created after strategic evaluation. The ranking list, as a rule, is binding for BLV. It is BLV to make a decision on subsidizing projects according to the grades each project achieved and the limits of financial resources available.
