ATTRACTIVENESS OF URBAN AREAS AND INVESTMENT AREAS

You can find money for:

  • comprehensive utilization of investment areas of greenfield and brownfield type (with the preference of the latter) within the program of revitalizing the downgraded post-military and post-industrial areas.
  • supplying the investment areas with basic technical infrastructure (where an additional element of local tax relief was introduced for companies locating their activities in the investment areas);
  • returning the urban areas (including post-industrial and post-military areas) to their economic, educational, tourist, social and cultural functions and putting order into public spaces by improving the architectural aspects of the areas.
  • housing constructions in cities (under the conditions stipulated in art. 7 (2) of the Council Regulation (EC) no. 1080/2006).

 

 

Expenses for housing are eligible exclusively in the following circumstances:

  • the expenses are programmed within the Local Revitalizing Programmes, concerning the integrated development of urban areas influenced or threatened by physical decline or social exclusion;
  • the resources for housing will not exceed 3% of the ERDF for ROP LV.;
  • The expenses are limited to: multi-family housing estates or buildings of public ownership or belonging to the subjects of non-profit character, where the buildings are supposed to be used for housing purposes for households of low income or people of special needs.

3.1. Investment areas

 

The support is directed for the projects of comprehensive fitting of the investment areas of greenfield and brownfield type covering:

  • construction work and road modernizing;
  • construction works and railway infrastructure modernization;
  • construction works and water supply modernization and/or sewage and/or gas and/or electricity installations;
  • building local ICT network;
  • settling the surroundings;
  • modernizing and adapting buildings for economic purposes;
  • modernizing or rebuilding other public infrastructure for the purposes of economic activities.

 

3.2. Revitalization of downgraded urban areas

  • organizing historic urban infrastructure by proper development of neglected areas connected with allocating the area for the purposes of economic activity, education, tourism, cultural and social activity;
  • repair, rehabilitation and complementing the buildings in the revitalization areas;
  • organizing public spaces, including construction and modernization works of squares, market places, car parks, children playgrounds, public toilets, small architecture (observation decks, fountains, benches, dust binds), recreation places, green areas, restoration works in the existing parks;
  • exchange and/or modernizing downgraded technical infrastructure in the areas under the revitalization;
  • construction and modernization works of the buildings that serve the purpose of social assistance institutions and their adjacent areas;
  • construction works and modernization of public infrastructure related to the development of tourist, recreation, social, cultural and economic functions of the buildings and their adjacent areas,
  • restoration and conservation works of the buildings listed as monuments, buildings under conservation protection and buildings of architectural or historical value that are not in the registry of monuments (including the development of the adjacent areas) and/or their adaptation of economic, social, tourist and cultural purposes;
  • creating safety zones and crime prevention in urban areas facing social pathologies, including the following forms of intervention: construction and reconstruction of street lights, purchasing and installing monitoring systems, etc.
  • construction and reconstruction works of local roads (commune and county roads) and streets leading to residential areas, residential areas inner roads as well as small engineering objects; construction and reconstruction works of pavements and pedestrian crossings, as well as all works improving pedestrians', cyclists' and animals' safety, e.g. bicycle lanes;
  • construction and reconstruction works of post-industrial, post-military infrastructure and former army barracks along with developing adjacent areas in order to adapt them to new functions: services, tourism, recreation, economic activities, social and housing purposes;
  • reconstruction of common parts of multi-family residential buildings (excluding works in individuals' flats), renovation and adaptation works in residential buildings intended for household purposes for persons with special needs: (a) renovation of the following construction elements: roofs, outside elevation, window and door woodwork, stair cases, internal/external corridors, entrances, elements of external constructions, lifts; (b) technical installations of the building; (c) actions aimed at saving energy - including the use of renewable sources of energy;
  • Preparation for use of modern amenity residential buildings of good standard through reconstruction and adaptation of existing buildings being the property of public authorities or non-profit entities.
