ENVIRONMENT AND CLEAN ENERGY

We will give you money for:

  • sewage treatment and water supply in the framework of National Municipal Sewage Treatment Programme, which are in agreement with Water Management Programme for Lubelskie Voivodeship (tasks related to sewage treatment in rural areas, touristic attractions, protected areas and in their surrounding - including Nature 2000 areas - will be preferred);
  • waste management support in the framework of Voivodeship Waste Management Programme for Lubelskie Voivodeship (tasks of selective waste collection and their recycling will be preferred); we will support the rehabilitation of degraded areas (landfill sites, mine slag heaps, post-industrial areas) for the environmental purposes;
  • preventing floods, results of drought and seasonal floods (projects aimed at natural decrease of rain water outflow speed and increasing natural water-retaining capacity of catchment areas - e.g. regeneration of water-retaining capacity of natural floodplains and wetlands, restoration of natural river beds, including the reverse of river bed regulation, demolition of riverbanks and other anti-flood infrastructure that pose an obstacle for free flow of flood waters, development of dry anti-flood polders will be a priority); we will support the rehabilitation of the existing anti-flood infrastructure, as well as natural disaster risk management systems and strategies;
  • environment monitoring (control stations, pollution control systems, floodplains maps, etc.)
  • protection of biodiversity, protection of habitats and creating ecological attitudes;
  • equipping facilities and equipment purchase in the framework of National Rescue and Fire-fighting system
  • substituting traditional sources of heat with renewable sources of energy in the public utility buildings (e.g. hospitals, schools)

 

6.1. Environment protection and shaping

 

Category I: Water and sewage management

In this category, projects aimed at sewage treatment in agglomerations of up to 15 thousand Population Equivalent (PE), stated in National Municipal Sewage Treatment Programme and projects concerning water supplies in line with Water Management Programme for Lubelskie Voivodeship will be supported. It will be possible to acquire support for group projects, i.e. those implemented in a few agglomerations, each of which being smaller than 15 thousand PE. Within the Operational Programme Infrastructure and Environment, water and sewage management projects will be financed for those agglomerations that exceed 15 thousand PE.

  • construction and reconstruction works of water supply system;
  • construction and reconstruction works of water treatment stations;
  • construction and reconstruction works of water intakes (including protection of intakes and sources of drinking water);
  • construction and reconstruction works of water pressure regulators;
  • construction and reconstruction works of sanitary sewage system;
  • construction and reconstruction works of rain water sewage systems;
  • construction and reconstruction works of sewage treatment plants.

Projects located in rural areas, touristic attractions, protected areas of Nature 2000 will be preferred.

 

Category II: Waste management and Earth surface protection

Projects in line with Voivodeship Waste Management Programme for Lubelskie Voivodeship will be preferred in this category. 

A. Agglomerations between 5,000 and 15,000 inhabitants.

  • implementing systemic, comprehensive municipal waste management (including building new landfills sites, construction and modernization works in sorting plants, compost plants, thermal-, chemical- and mechanical waste treatment plants; construction and modernization works in existing landfill sites, rehabilitation of the closed ones, elimination of illegal landfill sites, purchasing waste compressing vehicles);
  • adapting existing landfill sites to current legal regulations;
  • creating comprehensive systems of selective municipal waste collection, recycling, thermal waste processing with energy recovery, hazardous waste recovery from municipal waste, neutralizing municipal waste (in other than storage processes);
  • construction and modernization works in incineration plants for hazardous waste;
  • neutralizing asbestos by building and adapting (including the constructions of plots at the existing sites) landfill sites to the binding legal regulations;

 

B. Projects of total value below PLN 20 million

  • rehabilitation and/or elimination of landfill sites (including the hazardous ones);
  • rehabilitation of degraded areas for environmental purposes;

 

Category III: Ecological safety

Projects in this category:

A. Projects of total value below PLN 40 million, in line with Small Water Retention Programme for Lubelskie Voivodeship:

  • regulation of water flows, with the exception of rivers with natural beds (deepening, barriers, banks' stabilization, renovation works in river beds, etc.) which improves the water balance and takes environment protection and the nature into account;
  • increasing natural retention of river beds, with respect for ecological balance and technical aspects of river maintenance;
  • construction and modernization works and improving technical condition of anti-flood devices (flood banks, pumps, polders, dry tanks) with necessary access roads, with respect to the requirements and needs of environment protection;
  • re-naturalization of water flows in small retention systems and defining compensation areas;
  • construction and modernization works in retention tanks of up to 10 million m3 and water degrees within retention systems, taking the needs and requirements for environment protection.

B. Projects of total value below PLN 4 million

  • building pollution measuring systems in cities and information systems on pollution levels;
  • creating a control and warning station with regards to water quality;
  • creating flood lands maps;
  • creating environment monitoring systems;
  • creating flood information systems;
  • equipping facilities and purchase of equipment in the framework of National Rescue and Fire-fighting System (purchase of specialized equipment, necessary for effective rescue actions and removing the results of natural threats and serious failures; including chemical, ecological rescue services, fire engines, excluding medical rescue vehicles);
  • Prevention and limiting the effects of natural threats and preventing serious breakdowns (anti-erosion protection, water and soil, technical equipment breakdowns).

 

Category IV: Nature protection and creating ecological attitudes

Projects of total value below PLN 400,000

  • preserving species biodiversity, protection and re-naturalization of ecosystems (e.g. protection and reintroduction of endangered and protected species, construction works in animal rehabilitation centres and species preservation centres);
  • habitat preservation (e.g. active protection and habitat re-naturalization programmes, environmental monitoring, research and data bases on environment protection);
  • Popularizing and promoting Nature 2000 areas as an element of projects from points 1 and 2 (up to 10% of project value).

 

6.2. Environment-friendly energy

In this measure, activities concerning renewable sources of energy will be financed, in line with The Development Programme of Alternative Sources of Energy for Lubelskie Voivodeship.

  • investments in development and utilization of renewable sources of energy, such as: wind, water (with respect to the environment protection and ecological aspects of river management), biomass, solar energy, geothermal energy, and others;
  • investments aimed at reducing landfill biogas created in sewage treatment plants and landfill sites, by its energetic use;
  • modernizing boilers heated with solid fuels into ecological fuel, with special attention paid to the tasks of educational and cultural facilities, hospitals.
